Dear Colleagues:

  It is the right time for us to resume the organization of ICFM, which was postponed in May 2003 due to SARS. Considering suggestions from different sides, the organizing committee has decided that the Fourth International Conference on Fluid Mechanics is to be held on July 20-23, 2004 in Dalian, China. Meanwhile, we still acknowledge the previous submission, which is subjected to any revision prior to the new deadline and will be collected in the proceedings published by Springer. Herewith enclosed is some information for ICFM IV and a form for you to pre-register in advance. The Final Circular will be issued in Feb. 2004. We highly appreciate your assistance and cooperation.
