in this paper, proposals arc made concerning the roles that engineering mechanics may play in the exploitation of the western area of China. These cover communication and transportation, the exploitation and use of natural resources, the development of an agriculture that will need less water, the establishment of some new type of agriculture and animal husbandry, and related problems on educations.

Abstract:
This paper presents briefly the incompatibility theory of deformable bodies (or the continuum theory of defects), developed by Noll, Wang and others from the view point of rational mechanics. This theory shows that the constitutive equations determine entirely the geometric structure of the material manifold. Therefore, the geometric structure is a natural result of the theory, but not the primary assumptions of the theory.
